The picture of the vomiting rock man is very effective and upgrades this from "meh" to "yeh".
This article… I'm on the fence. On the one hand, it's pretty well written, and that's an excellent use of an image. On the other, it's a bit inception. Ennnnh…
Do not know if want. Downvoted for the time being.
It's basically a standard "perfect dream world" Lotus Eater Machine etc etc only it falls apart at the end.
Also you're probably the only person on the site who downvotes while "on the fence".
If I don't like something, I don't like it, yanno?
I'm sure there are others whose default is (paraphrased) "I'm going to downvote this unless I actively like it." Yoric is simply the most vocal about it.
I'm one of them. I mean, if my best reaction towards an SCP is "apathy", then it's probably taking up the spot of something actually worthwhile.

There needs to be somes stories written about this, or at least some experiment logs.
To clarify- does a person just have to touch the outside of the tank, or do they have to get in it or touch the inside or anything? It might be cooler if they had to get inside or something, but that's a relatively minor point within the article.
Also, do the people just vanish for up to 24 hours? Or do they perceive it as such? Is there any way to trace where they are? (Note, you don't have to answer all of this in the article, but the first two points might make it clearer.)
Uhhh… So how did they get the photo exactly? D-class takes a camera inside and it just works? Beyond that, I'm not really feeling the photo… no ammount of suspension of belief can prevent me from seeing the underlying water fountain.
That being said, it's a mildly interesting concept.
Repeating Lumancer's comment: how did they get that picture of the degraded fountain-man? I get what it displays, and I love the picture, but I found it a little confusing. Can they take objects into the dream world with them? That seems the only explanation, but it's not even touched on in the article.
I wouldn't downvote since I'm loving the idea and especially the image use, but the article overall seems almost criminally brief. It's a good idea, but it would work better with a bit of expansion and perhaps a test log chronicling a degrading session or something similar.
I have the same concerns mentioned above, especially about the picture of the rockman. Specifying that any equipment on the subject's body is transported as well would clarify this.
Perhaps the subject needs to be inside the tank for a certain amount of time for the transportation to work. This would remove questions like "Can I fill my squirt gun with the fluid and zap 682 with it?"
I also think the size description of the tank is distractingly large. Perhaps 2x3 m. would work better.
The description of the vision seems just a little vague. Also, the containment procedures states a 5m x 5m room, which seems to make the room 2-dimensional.
