Wouldn't this be Keter, given what it could do?
Regardless, I like it. Animals following some unknown plan weirds me out.

I like this quite a bit. I'd just like there to be something more on how the chips are created in another animal, even if it's expunged. That part just has me confused.
I had an idea that involved basically cybernetic hormones that commanded the body to draw silicon from the bones into the brain and assemble a new chip. I'm just not sure how to make that not ridiculous, or how to do it without hearing that "you've redacted too much."
Wikipedia doesn't mention silicon being in bones, though I have found mentions of studies showing that dietary silicon can lead to healthier bones. Also according to Wikipedia, a 70 kg adult human will about about 1 gram of silicon in their body. However, I haven't been able to find any references to the biology behind living things using silicon, asides from plants and diatoms.
Maybe it could be made from a carbon-based semi-conductor that's only shown to not be silicon-based when chemical analysis is done.
Personally, I think that it's entirely plausible that they don't know exactly how it happens. I mean, these chips are miniscule.

Interesting, I like it.
Also,
unusual energy readings from the chip
Unless you specify what kind of energy it is, I'm going to assume that it's kinetic energy (i.e. wobbling in a rather unusual manner).

This is cool, but I feel like you're kind of burying the lede here. We don't discover until the last addendum that we're dealing with that age-old dramatic conflict, "All Animals VS All Humans"
I couldn't think of a subtle way to say it, but I was going to imply that the chips weren't or weren't going to be limited to non-human animals for long…
You're looking to say that they are crossing the species barrier and are infecting larger mammals.

Hm… how about
██/██/20██: Due to repeated unnecessary hostility towards coworkers, Dr. █████ is no longer in charge of study of SCP-877.

The "and a garter snake" made me laugh at first (images of itty-bitty snakes flinging themselves like tiny nooses!), then I realized that not only are the animals attacking humans now, but the chips are no longer restricted to mammals. Definite upvote.
And yeah, uncontained, possibly uncontainable and now actively trying to hurt mankind? Definitely consider Keter.
Giving bearhugs to the unsuspecting since 1872.
Is Felix domesticatus something specific?
If you mean housecat, that'd be Felis domesticus
This is masterfully done, and really clever. I don't think I've ever seen something quite like this before, combining vampire/zombie and malevolent AI tropes works surprisingly well. I think the most frightening thing here is that the AI is clearly growing, learning, and becoming more powerful, and I like how subtly that is conveyed.
Nitpicking ahoy:
…potential processing speed of ███ terahertz…
Looks almost the same as
this engine's torgue can potentially reach 11000 RPM.
Processing speed can be measured in instructions per second.
