Can't help feeling that it's a SCP of the "too useful" variety. There'd be no downside in using this for increasing the abilities of the Foundation's agents, for example.
Besides, there's no real hook here; nothing particularly scary, weird or interesting, and the addendums feel a lot like padding. Also, the idea of the Foundation not only sparing a D-class that was contaminated by an SCP, but actually letting him near other SCP objects, even ones classified as Safe (a label that, contrary to popular belief, doesn't indicate that the object isn't dangerous), is ludicrous to say the least.
The tone is decent, though.
