Impressive work. Is any particular object implied? Or are we to assume that whatever-it-was was neutralized at the conclusion of the Cold War?
This is actually part 2 (chronologically) of a story in at least 3 parts that I am conceiving. I have some of the text of chronological part 1, and I have some general ideas for part 3. My current thinking of part 3 is George H.W. Bush, in 1991, trying to avoid COLD HARPER against the backdrop of the collapse of the Soviet Union.

This is exactly what I was thinking. I love it. I also like that the primary GoI in this is the GOC, and the "eggheads" comment implies that the worst thing to happen would be if the Foundation ever messed with [unintelligible].
Finally got around to reading Charlie Stross's "A Colder War" (which is excellent and I commend it to you, dear reader. Part of his "Toast" short story collection).
You're right, there are some striking parallels.
This is really excellent. The subject matter is great, and your dialogue is very good. These all seem like real people talking. As Clef said elsewhere: Bravo.
Also, echoing comments earlier that your portrayal of Nixon as sympathetic is also great - I'm an extreme lefty in a lot of ways and I don't like the guy, but it's just good writing. You even got a nod to his anti-Semitism in there while still keeping him a character that we like.
I also really like that this is primarily about the GOC, not the Foundation.
It had to be the GOC because they're explicitly cooperating with the U.S. (and the Soviet) governments.
I think you could have used the Foundation if you'd wanted to. However, I'm glad you didn't.
