Don't post this. It's a bad concept that cannot be salvaged by any amount of good writing.
eh, I felt myself be vaguely offended by this, but I honestly can't discern whether or not it's because I'm Chinese (yes, I know, you say Japanese but hell it's taking a shot at the entirety of East Asia), or if it's just because this sucks so much.
Concrit? Um, can you teach somebody to be funny? No? Yeah, that's what I thought. Humor can be fine-tuned but it can't (well, as far as I can tell) be built up from the bedrock of "holy mother of unfunny."
The basic idea is not funny, ergo this is a bad joke, ergo this is a bad joke SCP.
Engrish in the abstract, invoked as a concept, isn't funny. Mentioning something that can be funny isn't the same as being funny, if that were true I could write a joke SCP with the description "SCP-whatever is Woody Allen" and it would be funny.

How is this racist? the wikipedia article on Engrish. Not ONCE does it say it's racist.
It offended someone regardless of your intent. I don't find it particularly offensive myself and I'm sure you didn't mean for it to be.
But don't let yourself be distracted from the larger problem: It's a terrible idea. In fact, it's one more terrible idea in a long string of terrible ideas. Maybe it is time to move on.
