I feel this is the weakest of the little misters. Guy made out of light is a bit too cliche, but not cliche enough to downvote. Definitely salvageable, though.
I, er, just have no idea how. At this point you could start asking around the senior staff, or, if you feel it's good enough as-is, just take a break and maybe something'll spring up.
My doors are wide open to suggestions on this one. Originally he was "made out of red", until Dex pointed out his similarity to Yellow.

As of current regulations on "Misters", SCP-905 is to be contained in Hall ██ of Site-██.
My gut says that the Foundation would be leery of keeping all the Misters in the same place, but I can't articulate why.
What if some more details were added about how he was found? The article also mentions he can speak but doesn't include an interview.

No, its not that there shouldn't be something made of photons by physics, its that photons aren't even a thing that something could be made of. If something is not always going at the speed of light relative to every other thing, it is by definition not a photon.
Interesting concept, not extremely original, but not overly cliche to deserve a down vote. I will however, give it an upvote for the "Would you enjoy eating your own shit?" reply.
