Do you mean "retains" instead of "returns"?
Really cool idea. I think the indistinguishability rings a little off with me: if the SCP is this identical to the person it impersonates, why does it need to be contained? ie, why not just track the Agent it is impersonating and let it go about its business? As written presently it appears there is little doubt that 069 is safe, and in fact seems kinda benevolent.
Two ideas: the more SCPish would be to write in some nagging doubts, someone's suspicion that 069 has differences from the original that may be less friendly than it seems. Alternately, maybe more in line with the intent of the article, perhaps at some point 069 has taken the personality of a violent criminal, resurrecting him/her/it after he/she/it was finally taken down in a firefight. This could make 069 worth containing just so that the risk of this or similar misuse is eliminated.
A final thought. If confirmed safe, 069 could be fantastically useful on dangerous exploration missions. It basically gives the personnel on the mission a "free life"; if the mission operative is killed in action 069 can adopt his identity and possibly make it back to report as much as possible on what happened. Not that you need to write anything about it being used this way but it could be a neat thought to have 'pending approval' or something.

Even aside from the fact that the Foundation contains SCPs regardless of how beneficial they are in the wild, SCP-069's impersonation is involuntary. Whenever it is alone with any recently dead body, it will turn into that person, regardless of whether it's someone who actually deserves a "second chance".
Also, if SCP-069 dies for any reason, it will randomly jump away to another dead body up to several hundred miles away, making tracking difficult at best.
Except two things:
1) It presents the same motivation regardless of its target. Becoming a recently-executed mass-murderer wouldn't give it a sense of "YAY ALIVE, KILL MORE PEOPLEZ VWEEHEEHEE!"
2) Apparently, it can be countered by being told family knows the person's dead.
Hate to be a voice of dissent, but it's starting to feel a bit too useful…
I dunno. For a mass murderer, finishing up that killing spree might help give him a nice sense of closure. Besides, getting things in order is the only change noted in their behavior. Once they've done so, there's no reason why they wouldn't return to other activities. Granted, given the nature of 069, a murder spree would be somewhat difficult…
And as for your second point, that may very well have been the individual response of the agent 069 was impersonating. There's no reason to think that it would respond that way every single time.
Eh, it's a recurring theme in fiction. Copies don't take well to being called out as copies.
It seems to me that the most likely reason SCP-069 is being utilized tentatively at best is that the Foundation doesn't want to have to rely on a known SCP. Benevolent or not, SCP-069 is both an unknown quantity and an unpredictable one. So while it might be useful to test some of its abilities in a narrow sense, it's definitely not something you want to risk losing, if only because it'd be hard to find again and you don't know if you can count on it.
Plus the danger of losing track of it if it inadvertently dies.

He could always fatally injure them in such a way that he'll be out of range before they're dead. But then again, it says he doesn't know of his ability, so he wouldn't know to do that.
I like this one, it's a nice take on the trope of characters turning to dust on death.
I have a question…why not allow it to take on the appearance of a random D-class personnel, so that it can relinquish the agent? It seems that the fact that it practically IS this Agent, at least as far as it knows, is why it wants to commit suicide. That would probably stop the suicide problem and they wouldn't have to worry about tracking it down, since it takes on whoever's closest (and dead.)
I was thinking more along the lines of let the Agent kill himself, but have another Agent ready. Like brief him of what he would be doing and getting himself into, maybe record it so that if he doesn't remember it after reanimating they have proof.
