There are some formatting errors, like the title, but this is rather interesting. I like it.
In Before Meme-Hatin'.
I believe I like it as well. I enjoy the idea of camouflage as pertaining to predators. Of course, I'd wonder if the effect only worked on humans. Send in a dog that's a known cat chaser, preferably one that's the canine equivalent of a D-Class.
That's a good idea, I'll think about it and maybe add an addendum.
You certainly went to town with the testing, I have to say. Nicely done.
Although considering the length of the experiments, you might want to consider putting them in a separate document?
I like it. Needs some tightening up, but good overall.

One question, why would “In the unlikely event that there are any survivors of a containment breach, they will be demoted to D-class.”
I can see that those responsible would be demoted, but if a researcher is in the general area and something happens, it would seem like a very cheesy Bond-villan move to punish everyone in the area.
Oo, that should be containment violation, not breach >.> thanks. As in, anyone who goes in the chamber and somehow doesn't get eaten.
Seems like a lot of D-class for a Euclid. I'd think a regular security force with training and equipment would better handle this little guy—I mean, you're talking about giving sadistic convicts weapons to handle an animal that can pretty reliably be kept in a zoo enclosure despite the psychic component. But I like the idea on this one too.
Ditch the margin for error, it looks silly—doubly so for being blanked out. Blank out things like specific names or things that are creepier if left unsaid, not numbers that are so insignificant that you can't be bothered to make them up.
Noted, margin for error ditched, and I've also given the D-class guys death-collars and added extra containment precautions to up the implied danger.
I like the article, very cool. The death collars are the only part I didn't like, though that didn't stop me from upvoting it.
(I added the animal testing logs a while ago by the way)
Please remove the reference to SCP-148. Armor of 148, really?

Ok, 'armoured' might have been a bit vague >.> I was actually thinking of a helmet with a very thin band of the stuff, to take the edge off of the 'I am a harmless kitten' psychic field (also I totally failed to read the rules in the comments to 148.) But I guess I can remove it, after all, that's why we're using sadistic D-Class to retrieve the thing.
Nice, I like. But that picture is clearly not of a female cat.
…
Not that I spend my days looking under cats' tails or anything.
Well, yeah, but it's the picture I liked most by a rather large margin. Someone with photoshop could maybe fix it? (he he fix it)
Wouldn't it have been a lot easier and more believable to just edit the description to say "male"?
Although I agree that this is not a memetic effect, edits beyond grammar/spelling are the prerogative of the original author. You also missed an instance of memetics.
