Promising premise, writing/tone need a little work.
Most notably: "it begins to admit [sic] a psychic beacon, drawing in weak willed minds." Seems like a lazy way to make the object more dangerous/difficult to contain, and that isn't helped by the offhand, non-clinical way the attraction effect is described.
All right then, how do you make that statement clinical?

Anyways, UV'd. First half is pretty meh. Then the very last paragraph hit me- it actually fucking works. But there's no way the Foundation could know that, and they were pointing it at everything and testing- so exactly how many things were hit by this?
He can survive having over 93% of it's body destroyed and he's contantly regenerating. I doubt this would have any effect at all. And even if it did, it'd be negligibe, as 682 is… well, contantly regenerating.
Oh, and, UV'd. Even at the first half one can see that this thing is actually more dangerous than it first appears to be. It's subtle, and very nice.
Does it only affect the physical properties, or does it also affect radiative effects? Heat, light, psychic abilities, other paranormal whatzits…
Might be an interesting way to handle some of the less tractable things in the Foundation vaults.
Let cleaning crews use it on 173…it can't slaughter them anymore. Using it on 682 would be incredibly risky, despite it not being Kirby, but still…
There's other effectively indestructible things that are dangerous to physically handle, yet need physical handling (Or at least proximity) too.
They would freeze in mid air, unable to interact with anything, and would fly through the wall and maintain there destruction position in space.
Then…. they are dead to themselves, which would more and likely cause then to dematerialize and atomize into unsorted quarks and electrons.

two things are killing this for me: the telepathic lure, and the use of class Ds as disposable targets. sure, they are, but they aren't free, and the interaction restriction has to be a management headache - why not point it at a freaking ficus?
I agree, the telepathic lure feels tacked on just to make it more dangerous. The containment procedures require 3 members of Senior Staff to always be present, maybe they just do it for the pleasure of a monthly bondage session with a couple of D-class.
Preseumably, it's done for testing purposes.
