I love the picture for this one, and the idea of an SCP monorail tunnel appeals to me a lot. That said, there are a few things I dislike here.
The first, and the least important, is that we already have a Site-XX utility tunnel SCP.
Second, some of the writing seems a tad heavy handed. Easily fixable.
The main problem I have here, though, is the SCP's effect. By which I mean its lack of an effect of its own. By borrowing random effects from other SCPs, this article simultaneously crosspollinates several articles and detracts from the creativity of the article itself. The end result is, to me, a sub-par article that feels forced, as though the author just wanted to write an SCP for the sake of writing one, with no particular inspiration.
The core noun is good (anomalous monorail tunnel + awesome picture), but the verb of the article (random effects from other SCPs) doesn't seem strong enough to stand on its own.
That last addendum, I think, is a step in the right direction. Perhaps if that aspect were developed further, this concept could grow into a solid SCP.
