Wouldn't a wrecking ball be cheaper then using a missile?
I agree that the containment procedures seem a little excessive, particularly considering the difficulty of convincing a Navy vessel to fire upon a population centre, not to mention the difficulty of concealing a missile strike in broad daylight from public view.
I do like it, but I kind of wonder what story was concocted to persuade the city to allow the parking garage to remain both closed and undemolished.
Because, the Foundation needs a way to destroy SCP-413 that is quick and effecient, and a wrecking ball is neither of those. Besides, it's a last resort kind of deal. If there's a situation that's bad enough to warrant using this tactic, then most likely the normal people are going to have something else to worry about rather than a random explosion destroying a random parking garage.
Plus, the Foundation, in their usual bid to keep things in control, pretty much bought up the entire city block. If push comes to shove, they'll probably just erect a facade around the thing to keep it hidden.
It strikes me this is precisely the reason why the Foundation keeps at least one Burke-class DDG on clandestine contract. Besides, the missile strike could be dismissed as a training accident. Tomahawk is a pretty accurate missile, but if you tell it to go to the wrong place, it cheerfully goes there. Even with an inert training warhead, that's enough KE to bung a pretty big hole in most buildings; add the 400kg unitary charge and you have one flat building with one missile.
So what happens if SCP-184 is placed in here? Will it amplify or interfere with 413's abilities?
How would 413 react to surrounding buildings being demolished? To the extent that it's the only building within a few miles?
How would 413 react to being treated as an aircraft hanger? or a shipyard? or apartment?
I want 184 in 413 to happen.

For some reason, I visualize part of the [Data Expunged] part with the vandals involving the parking garage taunting the vandals via signs and forcing them to enact certain indignities on each other for food, possibly spray-painting each other in the face or keying each other.

I really like this one. It could possibly be used for containment of other SCPs, but considering its unreliable nature probably not a good idea. BUT this does give me a good SCP-050 idea.
