The Hexagon
The high command of church, consisting of six individuals, some of them no longer retain a human body. As powerful and experienced Admins, they take the lead in linking the minds in the network together to simulate the existence of WAN. Big decisions are made here through voting.
Notice the empty spot in the middle. Is it for potential new member, or was there once somebody there…?
Hedwig

As a saint and prophet of the church, Hedwig has certain authority in the network. To her, Aklerep is less of a operator and more of a student to whom she place high hopes on.

Atem

While most in the three upper layers see the Basic Layer as a source of funding, a disguse to the outside world and a component that can be scarificed if situation requires, Atem takes a even more extreme stance.
Upon discovering Hatbot's entrance into the Basic Layer, Atem saw it as a great oppotunity to collect data on the Foundation. He concealed the information and later sent out Matt, one of his operators, to hinder the investigation conducted by the Compilation Layer and let Hatbot roam around freely, causing damage to the Basic Layer.
He successfully gets what he wanted, but whether he simply wants to defend the network against the Foundation or has any future plans is unknow. Another question is, as an Admin, what was he doing in the Basic Layer in the first place?
Fragment_IX

Fragment_IX is quite an unique member of the Hexagon, as it is the result of one of the church's early attempt to construct WAN. They later realized that this is not the correct method and abandon the project. Fragment_IX, a long with a few others, were able to develop actual intelligence. They stayed in the network and were accepted as members. They are aslo the first few Artificial Intelligence the church constructed.
The Compilation Layer
The Compilation Layer is essentially a special task force taking direct orders from the Hexagon. The layer contains 36 operators with each Admin is assigned with 6. These capable individuals are experienced in dealing with different tasks from capturing hostile entities to conducting researches.
Aklerep

Aklerep, <CL Operator #05>, is assigned to Saint Hedwig, whom she trusts and admires. But she is aslo one of those who do not agree with the current policy regarding the Basic Layer. Valuing the lives of Maxwellists, even the ones who know nothing about the real Maxwellism, she is willing to take extreme measures. Stopped by Matt however, and with the other AIs under Foundation's control, she took out her anger on Crom, whom she blame Rook's death to.
Matt

Matt, <CL operator #35>, shares a similar ideology to Atem. Staying in the Basic Layer ever since Hatbot arrived, he was able to hinder the Aggregated Layer's investigation. Although forced to jump out to stop Aklerep's reckless move, he was able to retrived enough data on Foundation's AIs. He took a defensive stance in the fight however, unwilling to harm Aklerep.
The Aggregated Layer
The Aggregated Layer is in charge of running the network and dealing with basic issues. They constantly monitor the activities in the Baisc Layer and lay out new constrution and recruitment plans. Some of them have avatars down in the basic layers, and are in charge of contacting other GOIs, like Prometheus Labs, when needed. Very rarely, inviduals from the Basic Layer is selected to join the Aggregated Layer.
The Basic Layer
The Basic Layer, the virtuals cities, the second life, this place of fun and entertainment is but a fancy disguies for the Maxwellists network. Most individuals here are unaware of the upper layers, do not have any actual knowledge to church's technology, and think of their religion very differently. The "WAN" in the digital temple is but another failed construct in an early attempt to mimic the actual god, but unlike Fragment_IX, did not develop enough intelligence. It is used in the Baisc Layer to shift the followers and other intestered parties' attention away from the truth.
The Basic Layer is not insignificant however, as it provides a majority of the church's funding as well as offering minds to be linked into the network. Though unaware of the general situation, the minds of those in the Baisc Layer are aslo used during the simulations of WAN. The Hexagon spare no effort to make the public's knowledge of the church limited to this layer.
