I have to admit, at first I was all :| because it seemed like it was just a malfunctioning cloaking device. Then I got to the parts about people fusing to the hull and the :| changed to a D: . Upvoted, I like it.
This is nice work. I think it's slightly more wordy than it needs to be in some places but not so much that it hurts the article.
The main suggestion I would make is that there are various types of suits that may possibly be used to stay aboard the ship without detriment. Assuming you want it to remain unsafe, you might at least have them stick a few Class D personnel on the ship with protective suits made of different materials that might protect them from the radiation. Sure, that might mean that they take a nice drop when the ship teleports, but they're Class D. What is the harm in letting them break some bones?

The SCP's managed to keep it an urban legend..but it's a *presistent* one. I think they even made a movie about it…definitely more than a couple TV movies….
There was even a SciFi book inspired by the legend called Thin Air. Very interesting read.
Only 2 characters were blacked out on the DE-XXX designation, making it DE-99, USS Cannon, but the name and the blackening doesn't match…
The Philadelphia Project is very SCP-esque already, making it one was logical really. Well done.

It and the movie you watched are based on the same fairly well known American urban legend. Given that we started as a creepypasta site, I see no problem with using urban legends as a basis.
There probably ought to be a twist or something when adapting preexisting folklore. SCP-1000 is a better example, I think. This one is a little too close to just presenting the lore surrounding the Philadelphia experiment in SCP format, IMO.
