It is just like 4182 another secret the foundation wants to bury in the darkness (it is not that lethal maybe, maybe)
In this skip, there are mainly 3 things wanting to be hidden:

- There was some inhuman experiment conducted on the POW during those times.

there was a period of time from 1895 to 1945, Taiwan was under Japanese rule. And here I take the Fusouki timeline, the foundation was kicked out from Japan in 1932 due to the domination of IJAMEA and the rise of militarism, at least nominally. And in this skip setting, the foundation had a secret agreement with Japan which allow the DoA the keep functioning under some restrictions. Yet in the meantime, original Taiwan's foundation branch (the major part of the later ZH branch) was hiding from the IJAMEA's Operation Hakutaku hunt.
So, in the view of ZH branch, the ZH-418 is some kind of evidence that foundation had been betrayed them.
