Why the hell has nobody commented on this?
Well, let's add comments to this, then.
It's a window that glows at night and has spooky shapes moving around in it. And sometimes, (prepare my fainting couch), the shapes LOOK AT YOU! And that's it.
Coupled with the fact that there are several other scary window SCPs that are done better, I'm underwhelmed.
Same here, except make that severely underwhelmed.

There is no proof that the shadows are anything but, well, shadows. Yet the Foundation has put forth plans and means for its destruction. I'm not an expert on holes between worlds, but it occurs to me that if such a hole was to be opened (which seems to be the implied fear), destroying the gateway may just mean you now have a(nother) hole into another world you can't close. If everything doesn't explode. Downvoted.
The containment procedures mention that no one is allowed to tap on the window, and the [DATA EXPUNGED]s in the story of how the window came into the Foundation's possession imply something dramatic happening, but neither of those things are fleshed out, and the article is, as previous comments have agreed, severely underwhelming as a result. All two or three minutes I spent reading this article, I was waiting for at least one of those two points to be elaborated on, and I was very much let down when they weren't.
In short, the idea has some potential - even if it isn't terribly original - but the way it is, as far as I'm concerned, the article fails. Downvoted.
I completely agree; this needs a major rewrite. There is a difference in keeping details out to keep you guessing and just not writing anything. I wonder how it has a rating of +14. The author also appears to have disappeared.
Thirding in favor of rewrite. It could be good with one, even.

I don't like the comically specific shotgun addendum, but I like the idea of a window of strange figures, locked in a box forever without ever doing anything. This article is extremely sparse, but it has a subtle mystery that I like.

Ever see that episode of Tellytubbies with the dollhouse, it had a Punch'n'Judy-style puppet living in it who would turn the lights on and off? That's what this reminds me of.
It could be a lot better. -1
If I contacted the original author, could I rewrite this?
If you got their permission, yeah.
Whether you like it or not, history is on our side. We will bury you!
Okay, I got permission from the original author, and I'm just waiting on staff approval to go ahead with this rewrite.
