As of March 3rd, 2010, following successful utilization of SCP-7000 instances by MTFs Gamma-13 ("Asimov's Lawbringers"), Delta-5 ("Front Runners"), Iota-10 ("Damn Feds"), Lambda-14 ("One Star Reviewers"), Mu-3 ("Highest Bidders"), and Alpha-1 ("Red Right Hand") within field operations, SCP-7000's object class has been updated to Thaumiel.
Attempts to relocate SCP-7000 fragments released within Foundation facilities as part of former intra-Foundation operations launched by MTF Alpha-1 are currently underway.
With Alpha-1 being the O5 Council's personal MTF, these two bits here would imply the O5 council is using the cards on Foundation personnel, much in the same manner the Pentagram used the cards on domestic targets within the US (March 1963 - November 1963, as well as June 1979 - May 1981, implying the Pentagram's use may have played a role in the Kennedy assassination and Iran Hostage Crisis).
This then culminates:
On July 5th, 2016, twelve agents of MTF Alpha-1 defected to the Global Occult Coalition. SCP-7000, as well as three other SCP objects, were stolen and brought to GOC custody. It is currently unknown if SCP-7000 has been destroyed via standard GOC procedures. Protocols to shield critical SCP Foundation personnel from possible cognitohazard attacks from SCP-7000 are to remain in place indefinitely.
History repeats itself, the SCP Foundation finds itself in the same position the Pentagram was in during their own agents defection in 1990, but possibly worse off. There were some breadcrumbs along the way:
SCP-7000 consists of a set of 46 40 playing cards.
Due to the increased frequency of containment breaches at Site-19 since 2000, and the importance of SCP-7000 as a Foundation asset, all remaining 40 instances of SCP-7000 are to be stored within high-security anomalous document containers and temporarily held at facilities on a rolling basis. Upon Elan Vital Energy (EVE) levels reaching five times the regional baseline, SCP-7000 is to be relocated immediately via secure transport.
Attempts to relocate SCP-7000 fragments released within Foundation facilities as part of former intra-Foundation operations launched by MTF Alpha-1 are currently underway. Proposals for containment and/or neutralization of SCP-7000's lingering effects on SCP Foundation personnel are under review by the Foundation Ethics Committee.
The Foundation has used these cards so heavily and granularly they have consumed 6 whole card themselves, with such heavy internal use as to cause sites housing these cards to become sinkholes of misfortune, and potential exposure of otherwise unwary SCPF personnel to such a degree that the lingering cumulative effect needs to be dealt with, possible to such extreme measures the Ethics committee needs to review.
The Foundation, much like the the Pentagram before it (and possibly the ASCI, though such records are lost) has effectively played themselves in utilization of the cards. It remains to be seen if the GOC will follow suit, history repeating itself for a third (fourth?) time.
There is not a unknown secondary ability outside of the Foundation perhaps not fully understanding how the misfortune caused by the cards is triggered, and not taking the time to think that inflicting misfortune onto others was not without unintended side effects.
