Yes, this means that at least one O5 advisor is a dragon.

I started working on this before the Department Contest, stopped for the contest to work on the Explanation and Research Department instead, and now finally finished this up. This is set largely in the times before the Foundation, because we need more precursor stories on the wiki.

This is really nice! The Central Memetics Division is interesting, so it's pretty cool to learn about their history, and coupled with the engrossing worldbuilding (that the right term?), the imagery, and the gradual 'painting of the picture' in the metaphors, make this a very enjoyable read. +1

My interpretation is that:

Those transformed by Fafnir are literal/physical dragons where as the others are anomalous memes, described as dragons.
