well, the memory thing is the main schtick of this article, and it's pretty amusing. One of the things goldfish are remembered for are their short memories. This one causes everyone -else- to have short memories.
… hmm .. It'd probably be too much of a stretch to go ahead and make the goldfish have excellent memory, wouldn't it? :P
but yeah, the biting stuff should be taken out. then it just turns into a monster goldfish. oh noooooooes.
If a creature could conceivably have evolved naturally, it would not be an SCP. Just an interestingly dangerous creature.
Well, Yoric, what if this is the first one to show this adaptation? We don't know of any other biting goldfish, after all, and if it's the first, then containment would be a good idea before its genes got into the wild.
Plus, it could even have been genetically engineered and dropped in. How would we know? Interaction causes you to forget what you're doing.

in any case, odd effects don't need to be justified by evolutionarily beneficial things. In fact, I think it rather detracts.

Shouldn't this be Safe? With the right equipment, you could clean the tank without human intervention. Doesn't replicate, REALLY easy to contain…
I agree the biting seems unnecessary — it's hard for me to believe this is something that evolved psychic powers in our universe in order to be a superior gold fish. Are there even wild gold fish? I tend to see outside powers being involved in the creation of SCPs, hard to not read this as being in a similar arena.
Also the description of its discovery seems a little lengthy in comparison to other articles. Other than that, I like the concept.
I like it. First of all, I usually dislike mental effects, but this is how it should be, a single, unique effect, and other behaviors just result from it. It doesn't mysteriously compel people to put their hand in its bowl, or repeat the same task over and over, just makes them forget what they were doing.
I also like the teeth thing, it changes it from a-normal-thing-with-a-strange-power to a-logically-consistent-weird-entity. A normal goldfish wouldn't gain anything from removing a person's short term memory, but it's this things primary mode of sustenance. It shows you thought things through to their logical conclusions.
Is this really a cognitohazard? It's not perceiving the fish that makes you forget, it's just proximity.

if it manages to reproduce we would have a population of goldfish that has no predatory enemy, can eat as much as it wants/gets and we wouldnt even realize it.
maybe the effect stacks in range and at some point the whole world has amnesiac for all and everything permanent.

it would clear the seas of the world of nutritions because it simply -can- and we would only see the dead wales at the shore.
Also note that SCP-634 does not influence a person's or animal's natural instincts or wants, only affecting their memory of the current context of a situation. Because of this, SCP-634 would be unlikely to stop a rampage of an SCP which has a general inclination towards violence and a dislike of people, as those behaviors would continue regardless of context.

So I'm not the only one seeing it! This won my grin and my upvote; even if the article is good enough to have earned the latter in any case, the first is a more important achievement, imho. Well done! Now I'm just wondering…what if this isn't actually a goldfish but just a goldfish-looking baby shark, ready to grow way bigger than now, together with its affected area? All in all it's very hard to obtain DNA samples from this guy, since you're like "What was I supposed to do again…?" every time.
