a specific line in the charter was brought up as being both outdated, as we generally don't limit discussions or votes to only mods/admins any more, and inconvenient, as it makes any charter changes more of a pain to get passed even if the change is popular with staff due to having to hunt down people to cast their vote.
Section III.D:
Changes to the Charter/Rules require a supermajority (60%) of all currently active Mods and Administrators to be implemented.
my proposed change would be:
Changes to the Charter/Rules require a supermajority (60%) of all voters to be implemented, and a minimum of 50% of active Staff participation.
this makes it similar to the requirements for 'major site ideas/issues/changes', though with a higher requirement for a vote to pass, as it was agreed among present staff that the charter should be harder to change than other policies are.
it's probably worth noting that if this does reach a vote, it will be voted on using the old requirements (obviously). however, all users are permitted to comment on this discussion thread, which will be open for 5 days
