I'm glad that the Foundation knows to respect arms! They even treat small arms right!

Ehhhh, I dunno. The concept is neat, but using the exact same pun at the beginning and the end just… Feels cheap? It doesn't feels right as an ending.
Past this, I think the first example is too obvious (missile/hittile) which makes the rest just feel like beating a dead horse cuz it's essentially the same pun ten more times.
So yeah, think it's a downvote.
I'm with you that once the joke is established, it kind of just wears out its welcome through repetition, though I think there are enough good gags (in particular, severance pay for the arms) to keep it well out of downvote range for me. Also, I think the repetition of miss/hit actually works as a closer, since it proves that the weird logic of the anomaly applies even when the thing being described doesn't literally correspond to hit/miss outcomes.
