I don't have the lore, that probably affected my reading experience, but honestly this is the worst one I've read. I'm not sure exactly how to summarize my feelings, so let me just quote some thoughts I had while reading this.
"Oh wow, this one's short"
"A spark? How's that anomalous? Unless they've got perfect billion-dollar CCTV coverage, that honestly just could've been caused by Dr. Wettle having a concealed lighter."
"Oh, really? They left a footnote saying this occurred exactly at midnight? Yeah, alright. That's something I would write, for Christ's sake."
I skimmed two paragraphs outlining the scip's immolation. It was a paper burning, and Dr. Wittle was panicked. That's all I got from it.
"Ending is kind of intriguing, that's a plus".
Okay, that was something. Then the questions came. "Wait, the anomaly is the event that happened, not the A4. Why'd the Foundation catalog the A4? And it's neutralized? Buddy, it's an event, how do you know it's not gonna happen again? You don't even know what caused it. And, in the Special Containment Procedures, why is the onus on Dr. Wettle exclusively? The Foundation knows nothing about the event, what kind of thinking leads to them thinking it's a one off, that it only happens to Dr. Wettle, and being so non-chalant about it as to make this article so loose and short?"
Overall, I'd have to agree with SphereFinale. It felt short, rushed, not that interesting, and very amateur hour. Too one-dimensional, honestly feels like this would be better fit in the Canon as an addendum for another series of correlated events that explain an actual SCP. Honestly the first time I can say I hope this spot will be taken by another article. This is the first downvote from me.
