Page Layout: A regular layout with clearance levels and a message from O5-1 addressing procedures of the anomaly.

Elevator Pitch: Following a close vote from the O5 Council, it was concluded that information regarding the anomaly be shared with the public.

Central Narrative: The SCP Foundation discovers an anomaly dating back to the start of the inquisition. The anomaly is the cause of mass hysteria, and can trigger strong emotional responses in its subjects. Due to the number of events that can trigger the anomaly's effects being too numerous for the Foundation to prevent, all efforts were instead focused on spreading awareness of the anomaly to the public. Cover stories were made to explain its anomalous effects.

Hook/Attention-Grabber: The O5 Council decides to give a name to the anomaly, including its anomalous effects. The name given to the anomaly and its anomalous effects is Fear.

Regarding an anomaly that is neither a being, an object or a location, how do I address it? (Eg. the entity, the anomaly, the SCP?)

Hi author,

I think with this, you worked very hard on making something that would seem scary or impressive to the Foundation, but because it feels too much like it's supposed to be scary, it doesn't have the intended effect.

Is this all there is too it? It just makes people feel fear? I'm afraid that's not awfully interesting, or it would have been written already. So you have your object, but then what? Where do you want to go with that? What story do you want to tell your reader? What do you want them to feel?

Thank you for the advice, I intend to add all the scary bits in the letter itself. I will also try to patch up all the missing parts as well

Also, I'd like to specify that the anomaly is fear itself, which is an emotion, not an anomaly that makes you feel fear.

I don't think you've really explored enough into the idea of where this whole thing comes from. It isn't even entirely clear why this would be made public knowledge at all. There's a lot of worldbuilding necessary for this idea to be successful, and I don't currently think you've done that step.
