I have to admit, this was very well-written, but there are a lot of problems here that unfortunately made me give this article a downvote. First of all: the document was made in our reality or in the one where the war happened? I got the idea of the alternate universe, but the Foundation writing this article knows about the war and has to deal with the Rezzia system at the same time, so I got very confused there.
Second, I think this article overcomplicates parts of the description for no reason, especially in the 5th paragraph. This would be okay if the reading didn't feel like an article from Scientific American or a physics essay. Personally I don't like the usage of Humes in general, but utilizing such specific numbers so many times made it so much worse, and the explanation of the IRA was quite confusing, in my opinion.
Third, this massive war in a colonized Solar System is not explored at all. You threw names all over the article but that didn't build a setting, it just made me wonder if I was missing something, like if I had to read a canon or a hub before this article. Just saying "Earth and the Independent Mars Democracy's heightening military tensions" doesn't make me see the whole picture, and it gets even worse when you mention that Venus is being colonized as well (?), so yeah, my suggestion would be to expand on this somehow.
Those are the main points. Overall I guess the problem is the lack of development on the main concept here (future universe and the war), the over-complication of the Hume concept and the IRA and the short length of the article in general. It can definitely be improved, but as it stands, it's a downvote for me. Good luck in your future works!
