As you can see, this article happens within the F-57 Canon, which has a kinda different context than the main headcanon, so I'll try to explain some common points that people might have issues or questions about
Why the Foundation didn't use amnestics to hide the existence of the -A instances or its effects on population?
Well, it's because they didn't have any amnestics yet. Unlike many canons and headcanons, the Foundation does not get the amnestics with 3000 or have always know how to make them. As explained in F-57 Timeline:

Based on compounds of an anomalous nature, researchers at the Foundation create the first synthetic amnestic, a compound capable of making humans forget events. CREATION OF THE FIRST BENIGN SYNTHETIC AMNESTIC
After many years of research and failed tests, researchers at the Foundation managed to develop the first amnestic compounds that do not have fatal side effects. It is the beginning of a new era for those who care for the Veil.
The Foundation would not have amnestics until 2 years after the incident with the unnamed typhoon, and would not have useful/benign amnestics until 22 years later. (This was truly a challenge for me, as it is pretty common to just say "they amnisticized the population" and maybe some small misinformation campaigns)
What is a SAGRSV?
Systematized Anomalous Graphical Resonance Scalable Vectors are (supposed to be) sets of paratechnological devices that can detect object's properties with thaumic 'pulses' that contain information, which is coordinated with other parts of the set in order to provide a 3D manipulable 'model' of any unusual objects that are detected. Systematized because they are some sort of small systems that work together. Anomalous because they use anomalous scientific principles to work. Graphical because, well, they have to do with graphical stuff, kinda like a hologram. Resonance because thaumic pulses are emitted, they make the objectives 'resonate' and therefore the systems are able to estimate and get data with the measures of the resonance. Scalable because they are scalable (again, kinda like a sci-fi hologram) and Vectors due to math vectors, which is a way to interpret all the stuff they do.
Why destroying the IJAMEA?
Well, oversimplifying, IJAMEA has political interests with anomalies (as explained in their Hub), and the Foundation does not. That, by itself, is not a strong reason to destabilize an organization, but the Foundation didn't share information with IJAMEA, due to their interests. Therefore, IJAMEA didn't know about things that Foundation did, and attacked Site-27 (which was believed to be an american military airbase instead of a Foundation Site). The Foundation was reluctant to give data to IJAMEA, but they also needed help with anomaly issues on Japan, so they decided to destabilize IJAMEA in order to implement the Japanese Council (which would be impossible or pretty hard to set up with the Agency already doing what the Foundation does and with potential benefits to the japanese government). In the F-57 Timeline, very little info about the Japanese Council can be found, as it only explains what they do and not how they were founded, as shown here:

The second Council with the most anomalies in containment, its personnel is considered one of the most disciplined in terms of its containment policies. Despite their efforts and demonstrated efficiency throughout history, anomalous activity in Japan, both of organizations and of objects and creatures, has grown exponentially to the point where they have had to request help from others on more than one occasion.
