This is built up far too much for what the punchline is, and all the buildup comes in entirely the wrong places. The testing table is entirely redundant, since you already give away the whole "it's just a normal dog" gambit in the containment log, and the containment log is really nothing more than a series of cartoonish sight gags. I appreciate the attempt to set up his ineptness early on, but you play that card again and again without any real differences — the orange, the bottle, the wall, the tree, the wind… it almost instantly loses any subtlety it had, and then keeps on losing it.
With a little restructuring I think this could've been a neat little joke; as it is, I get the feeling you didn't really know when to stop writing it.
