Genre: Tragicomedy. The comedy is the base idea; the tragedy, everything else.
Page Layout: So to explain why I put both tragedy and comedy: the comedy bit would come first. The conprocs, and especially the description, would probably have a comedic effect, as the idea is rather funny in nature.
Then, the retrieval log and documentation would make it clear his life has quite literally fallen apart; hence the tragedy.
Elevator Pitch: Local chef with anger management issues goes to therapy, becomes scp.
Central Narrative: The narrative would focus about this italian chef who has recently moved to the US, namely one Salvatore Guillermini. He used to be a very high tier chef, and as such had very high standards.
He also had a lot of anger management issues, and he would often end up venting it out on his colleagues whenever they did something wrong.
And when he does get to the US he is even more pissed at how generally worse the italian food is, and how misused the language is and stuff. He is also very patriotic in that sense. He feels italian food is the best form of italian culture, after all.
So anyway he moves, he goes to therapy, and is told to try and focus the angry energies 'outwardly'- which seems to work, his anger levels have never been so low!
Unfortunately now, any italian food around him that is either consciously misnamed, or mis-prepared, literally becomes bad. This ranges from it just tasting weird, to it actually becoming poisonous. As this anomaly takes hold, he finds his life begins to kinda fall apart. He used to be very famous after all, so he has media presence. At first, it's just a couple minor incidents at the place he works at. But then, you know, rumors start spreading.
Even after he starts working some other places, the incidents keep happening. And suddenly he has a reputation as the cursed chef. Suddenly, restaurants don't wanna have him on board anymore. Articles on tabloids are published about him, even! (The foundation would probably hear about him first through them). And it only gets worse- even his fiancee leaves him, if only because of how she's looked at by association.
His life in tatters, he seeks help to understand what is happening. And he ends up contained as an scp for it.
He could then warm up to the foundation- initially he'd be kinda pissed, honestly- and cook for them or something, as he genuinely loves cooking and he would probably comply with them.
Hook/Attention-Grabber: Both the sheer comedy factor of the idea, as well as how realistically, this would ruin someone's life with him having no actual idea why all of this is happening.
