Who says an article has to have a story in order for it to be good and interesting?

Yeah, this is rather dismissive. The reason critters will tell people that their idea needs a narrative is because a story is the best and easiest way to make it interesting, but it isn't the only way. While a lack of narrative is a valid criticism, its absence does not immediately make an SCP bad.

But there is no explanation of how these portals are created, just how they work. And it's how they are created and why they exist that's anomalous and unknown.
EX articles should feature anomolous phenomena that are either incorporated into our understanding of reality (e.g. SCP-8900-EX) or phenomena that turns out not to be anomolous at all (e.g. SCP-2700-EX.) Either way, what once was considered anomolous is now considered normal, hence Explained. I don't see how this article fits that at all.
What -EX articles should or should not do is decided by the author and then judged by the readers. As you might guess, the readers are ok with this being Explained. The majority, at least.
But there is no explanation of how these portals are created, just how they work.
The main crit is that the article has no story, and adding even more technical stuff would only make things worse. It's just redundant.

Lack of knowledge cannot be "anomalous". There are a lot of things irl origins of which are still unknown. It doesn't make them anomalous. From the Foundation's perspective, I mean.

Fascinating concept. It's not often I see an idea that will stick around in my head, and this one will.
I just wish that it had been taken further. I read through the list of known portals at the end hoping to find some hidden connection, but it does seem to be just a list - the idea deserves a better ending. It's the idea that I'll remember, not the article.

As an aside, I don't think this is an -EX: I think I misread
The concept was first introduced in this tale, maybe it will work better, I dunno.
Aha! They! is pretty much what I was looking for in this article, and where a story could have been taken.
But that's not good for this article - it means that this SCP took a concept that had already been used, undoes the narrative developments in They! by saying it's Explained, and then adds nothing new. They! has an interesting plot but this SCP takes the ongoing mystery at the heart of They! and answers "that's a stupid question".
+1 for They!, but definitely -1 for this.
Interesting…. Portals that… Don't bring you adventure.
That said, I'll echo the rest and add that this would have done better in Series 1.

I don't really see how this counts as an -EX, the article is mostly a description of an overall (imo) uninteresting anomaly, and then there's just a list of locations that could be anywhere, since they have no connection to each other. This skip just…exists and nothing compelling is done with it. By far, the most interesting thing about this article is the video clip, and the article only let me down further due to how initially intriguing it was! -1!
Cross-linking to http://scp-wiki.wikidot.com/they might save this, I guess. But I'd have to give this article a -1 since not only does it not explain the concept to me in a non-confusing manner, it also doesn't actually explain how and why this is mundane.

gotta agree with some of the above posters. im not seeing anything "explained" here, but rather a complete lack of explanation. a supposed portal is eluded to, and the claim is made that it transports you through an indeterminate amount of space in the span of "nanoseconds", but no explanation of how this was discovered, how it works, why it exists (though this is obviously not necessary as you cant know how EVERYTHING comes about), or really anything to actually explain it. so had to downvote this one.
