This is an administrative page to change the 404 page seen when a user attempts to create a theme page. Since Theme pages are regulated by the Technical Team and don't require the same resources as a normal page, this page was created to direct users to more appropriate resources and remind them to get approval for their page.

Tentative upvote from me. While I enjoy the premise, and the execution was engaging enough for me to upvote, the twist link at the end felt a little lackluster and out of place, especially since articles like SCP-3309 have already pulled similar twists, to much better effect. This would have been more of a nitpick, but seeing as the piece depends highly upon that link, I felt that made it much more important to acknowledge.
Smells like success.

I do appreciate that some background-colors have been changed but it seems like someone who is familiar with the default _404 screen could still feasibly skim over it. If the idea is to cut down on people posting themes not compliant with the updated policy, I think there are slightly more optimized ways of doing it.
For example, you could replace most instances of "page" with "theme" and alter the final div just a bit more by switching up the location of the Edit Text button. Forcing readers who are skimming to actually locate the button could more effectively communicate that hey, this page isn't the usual _404, you need Tech approval and policy compliance.
Tech hasn't been dealing with a large number of noncompliant themes. This page was created just because it was a thing we could do, provides some benefit, and has no downside. Moving the edit button would slow down users who are following Policy, but would also cause unnecessary roadblocks to the majority of our rule-following users.
We would have rolled this out for other categories, if there were any that had substantially different rules, but there aren't.
