Been mulling it over for a bit, but I think I'm gonna have to downvote. While there is a lot of potential, I feel like its squandered by only having the Foundation's side of things.

The transcripts go on for a bit too long without saying much that's interesting. I don't find "Overwatch does something unethical and the Ethics Committee can't do anything because of a priority ranking" very compelling — kind of wanted some hint of MTF Omega-1 waiting in the wings, or something that doesn't make the EC look totally useless.

And this is just an unnecessary digression. Maybe something like this would reasonably happen when going over classified materials but it doesn't benefit the narrative to include it.

I think it's pretty obvious why that part was redacted. Just because someone has clearance to view this document doesn't mean they have clearance to know the moon landing was fake/anomalously achieved or whatever.

You say this is essential, to the point of the O5's overruling the Ethics Committee, but don't present any justification for why it is. Since they clearly survived prior to it, I'd like to hear why.

In a unanimous decision, O5 Command overrode the Ethics Committee's objection and proceeded to reinstate the project, citing Operation MKDalton's success rate and the overwhelming value of information gathered therefrom.

So pretty much, if you're running a secret organization like the Foundation, good information is key to success. So a system capable of viewing whatever, wherever, and whenever you want would be an astronomical advantage.

That tells me it's really useful, not essential. The Foundation has a wide variety of ways to get information, good information, and managed to use these to deal without this abomination until 1994. But as soon as the device is turned on, it's immediately declared to be essential and the Ethics Committee offers no pushback whatsoever on the subject—they just say it's immoral but don't argue that the entire history of the Foundation suggests they don't need it.

First point, MKDalton was taken over by the Foundation in the 60s.

Second, it doesn't matter at all what the Ethics Committee argued, the O5's overruled them before they ever even issued an advisement. Oluwafeyisayo was so pissed about this that she interrupted an O5. Depending on which one and which canon, it's likely that this O5 is an eldritch abomination and she stood up and yelled in his/her/its face.

Even so, the Committee is very aware of where it stands in the relative power structure, so continuing to argue the point would be an entirely wasted effort.

Notice: On 1994/01/30, Operation MKDalton was re-approved with a 25 year contract. Due to moral and ethical concerns this approval was rejected by the Ethics Committee on 1994/07/12.

The readiness dates on the project were 1994-present; I figured that referred to the time the project was operational rather than the most recent time the project was renewed.

This is one of those SUPER dark scips that has absolutely no edginess in it whatsoever, just very dry technical language describing truly terrible things being done to humans, by humans, because the ends justify the means, in the Overseers' estimation.
+1 with enthusiasm, because this is how dark Foundation should be written.

Haven’t finished reading yet, but so far liking it

One little critique, do with it what you will. In 1966, J. Edgar Hoover was still alive and had very little to do with the CIA. He was the director of the FBI.

Just questioning the choice to describe government agents as J. edgars when he was a still living man, and this org had little connection to him.

Personally, I loved this. However, I can't help but feel disappointed it doesn't go a bit further into the skip and ends where it does. Nonetheless, I enjoyed it enough to give a hesitant upvote.

I like this article already but it has a lot of potential areas to explore that go unmentioned. What does MKDalton do for the Foundation that it couldn’t do already? What is the cognitive fate of the souls trapped in the machine? Can they even think or feel anything? Does anybody even know if they can? The machine is clearly an evil, but does the Foundation negate that evil with what they use it for, or do they use evil to do more evil? What are they watching??

Of course none of these answers need to be answered explicitly, but as it stands I feel these unknowns are neglected to poor effect. Right now there is a really good setup in an obviously MKUltra-inspired CIA/Foundation interaction which is good enough on its own to carry an article, then we quickly learn the Foundation was able to finish the CIA’s dirty work and subverts the Ethics Committee and then the article ends with little fanfare after that. There should to be a greater arc in justifying the machine beyond the Ethics Committee walking away with their tails between their legs because something is deemed simply “essential”!
