A hive-mind that is composed of thousands of millions of nodes(a.k.a. monocases/computing cells/unit)
Alright, this is getting juicy for me. I know this is only a brief summary of the concept itself, but exactly what type of node do you plan on using? Nodes operate on the physical layer of the OSI Model, which means that typically they are only in charge of distributing physical information. So, how do you plan on implementing a hive-mind to this? To what exactly, a router or a switch? These questions are important for the logical flow of the concept.
Then assume that all electronic devices worldwide(since a number of them have the potential for wireless transmission you won't actually know whether they're online or not. Just read on.) work as terminals connected to the immense "neuro"-network.
Who's assuming this? The Foundation? Also, what network are you referring to in this situation? Are you referencing the Internet itself? If so, I could kind of see it as a possibility. But the concept of having a bunch nodes which distribute information on some "neuro"-network doesn't sit well with me. I need more context, as I don't quite understand how the hive-mind plays a role into it unless they're just moving information intended to go from point A to point B to point C (if that makes sense).
And that's it. Containment seems to be infeasible, while the Foundation know little about its real intention and what it may proceed in the future. In this canon, all they can do are to hole up behind electromagnetic shields or perhaps, as a final resort, kick human civilization back to the steam age.
I have an issue with "Containment seems to be infeasible." Does that mean that you're planning to make an -EX SCP? If you're not, the Foundation would still attempt to try something to contain it or otherwise limit it's access to the general population (headcanon applies here). I also don't really like the idea of them ditching all attempts and just resorting to prayer or something to protect against the big bad monster. I admit a lot of this is headcanon but the narrative seems a little lazy and not thought out.
The intentionally falsified document, needless to say, is just made to cover up the real nature of an anomaly. But unlike most of this kind of stuff in this site, its target isn't (primarily) personnel without sufficient security levels. They are hiding the truth from the intelligence itself.
I don't understand the purpose of this line. What truth are they hiding? From who, exactly? I can't tell if you're assuming sentience within the Internet or if you're referring to the Foundation itself. Also, even if it's not a primary target, it's still a target, right? The importance of this has confused me.
Firstly the false document should be displayed when the file is opened (Listpage One). I'm thinking of an ordinary quasi-online scip e.g. an AI cult or even something connected with the Church of Maxwellism. Not decided yet. Do you have any sage advice?
If you're going to introduce this document as another SCP, I would be very careful of losing readers. If you're going to present information, it's expected the information will hold some sort of importance to the SCP itself. Suddenly turning it around and then throwing readers for this big of a loop could be a major turn-off.
Then use codes formatting a path (now it's a SCiPNET LOGIN widget at the bottom of the page) to the principal part (Listpage Two). Set a notification to warn anyone who want to view the genuine content:

*. Only authorized personnel inoculated by proper visual memetic agent can see the script.
Superficially it will be viewed as gibberish (error codes cannot be identified/deciphered by AIs) I prefer this one: convenient, safe (in-universe) and self-coherent.

This sounds more like a bunch of gimmicks than an actual narrative. I currently do not see a decent narrative being used for this. I'm not a fan.

I'm afraid you got the wrong end of the stick or so. This is only a metaphor; what I mean is the Foundation's last countermeasure. A containment protocol including somehow technology self-mutilation. Not the scip's intention.

There's a lot of unknowns here. I don't think you quite understand exactly what you're wanting (which is okay!) The best piece of advice I can give you is this: Think of a narrative. Find a method of getting a central idea or theme to the audience. Then build an SCP around that. Resorting to too many gimmicks and tricks can put a really sour taste in the readers' mouths if not done correctly. Trust me, if you take the time to actually think about what you're trying to relay to readers, it will help you a lot more than just throwing something out there.
