This is… I'm not sure. I quite like how you defined the effects here, and the interview logs were pretty neat. I have a number of reservations preventing me from upvoting, though. Firstly, I'd advise sticking those outdated containment procedures in a collapsible, rather than strike-throughs. It makes them far less obnoxious to read. Also, was it really necessary to torture them just to see if they all felt the same thing? It frankly seems tacked on to make the Foundation seem grimdark; there's any number of methods to test whether they can all feel the same thing without electrocuting them. Fix them, and I may upvote, although to be honest, I'm not sure if this is still lacking something.
Down vote because, though I like the idea, I felt like something more could've been done. Actually, I was hoping for more as I was reading and it just didn't come. It is a good idea, but I feel like more could be done. I hate to say an article is pointless, and your article is not completely pointless, but I felt like it was lacking something that could've made it more interesting.

If you've got ideas about how to fix the way that comes across I'd be relieved for the change, this is something people noted repeatedly when I was working on the draft and I tried to scale it back several times, but clearly I still missed the mark!
I didn't want it to seem like there was torture going on, but a demonstration of sudden, physical shock eliciting a response in the other instances. The ways that immediately jumped to mind for me all seem to be borderline torturous. As long as I preserve the purpose of the test log (some sort of scientific test that shows there is asymmetric sharing of their consciousness) I'd be happy to find a way to address that criticism.
Edit: I took another hack at walking back the torture vibe. This hopefully addresses this issue a little.
I was completely sure there was another SCP like this while reading, but I couldn't remember which one until I read Voct's comment.
My biggest problem is that this does nothing special. Aside from the extra experimentation and that fourth person, this is very much the same as SCP-1454 without having any other twist. Could have worked by itself if 1454 didn't exist, but since 1454 does exist this one feels rather pointless.

It's too similar to SCP-1454 for me to really enjoy. There are substantial differences, yes, but they just don't do enough to bring the concept of this one away from 1454.

This whole thing reads a bit "meh" to me. It's an interesting concept, but it doesn't really go anywhere.
Taking -4 into custody seemed a bit much considering nothing had happened yet. It would've made far more sense for a Foundation front company to hire him, and then assign a couple people to become his best work friends to keep him under surveillance. If -4 started have "weird dreams" or "hallucinations", they'd likely be among the first to know, at which point amnestics could be administered and -4 could be contained.
