For a hint if you're stuck in The Beginning Of The End:
You need to get the bureaucrat rank "The Pawn" to see the real ending. All other ranks lead to a "failure state", essentially, including both approving everything and denying everything.

"∃" means "there exists"; "∃!" means "there exists exactly one"
