First off, this is very well written.
Initially, I wasn't too interested by the concept, but the interviews really caught my attention. The way the story unfolds is very well done.
I do have some questions though, in regards to your spoiler.
If I recall correctly, the intelligent culture of SCP-1000 has long been destroyed, leaving them much simpler than they were before humans wiped their minds. Russia has been a communist country for a relatively short time. This skip references a "red army officer," so I assume he's talking about the communist army. How could that be if SCP-1000 has long since been wiped out, memory wise?
Other than that mild confusion (which is probably just me failing to pick up a detail or five), great article, fantastic writing, and good job!
I wrote a lot of stuff about why things were the way they were in the parallel universe Alexei comes from, but that draft was boring as Hell.
Basically, the biggest difference between Alexei's world and our world is the fact that the war between humanity and SCP-1000 wasn't as severe in his world. Instead of getting bombed back into the Stone Age, they were just knocked off their high horse. Their cities and technology were left intact, but they went underground, literally. When WWI came around, SCP-1000 was reminded "Hey, holy shit, there's a whole other sapient species up there!" When they saw that we were divided on such intense ideological and nationalist boundaries, they decided to play both sides in order to get payback. They've been keeping that game up at the time of Alexei's recovery for 70 years, just letting humanity wipe itself out.

I reread the entry this morning, and I noticed the "extra-universal" tidbit. I missed that the first time I read it.
I really liked this article the first time I read it, but with the added clarity, it's super good!

Well, the idea actually came to me from about a dozen different places, and that was not one of them. If you feel like looking about in my sandbox's page revisions, you'll see that the focus was originally more on the world Alexei comes from and less about Alexei himself. It was basically me just outlining an alternative WWII and the years following, but that version was less readable than this, so I changed it. I might do a tale or something exploring those ideas again, but for now, Alexei stands alone.

OK, I won't deny knowledge of that one, but this was written with a very different story in mind, so I don't think it qualifies as plagiarism.
I am in favor of more exploration of this alternate universe.
