I just can't take this seriously as a mainlist article. It's way too goofy while also trying to be self-serious and the text alterations feel over-the-top ridiculous. Were this a -J it would be amusing but as it stands I can't take this seriously as written.
The concept of the people in a geographic area losing their sense of right and wrong isn't explained very well and the sentence "People within this area no longer conceptualize the belief that crime is something which should be stopped" feels like it's begging for greater depth in its criteria for how different people perceive crime.
I also don't think it was well-explained why losing the sense of criminal consequences would lead people to riot. Is it a statement on the human condition, or is the escalation also a part of the anomalous effect?
The Archon psuedo-object class feels more like an excuse to skip out on the special containment procedures than something which adds anything to the narrative.
Also, the think that I think drags this down more than anything is that the Spectre is just not an interesting character as presented here. He's very one-dimensional.
