Good catch, I fixed it!

Although some doubt remains in my mind: what if all the properties are present qualitatively, but each of them is less hazardous quantitatively?
Anyway, even assuming that justification is valid, it does sound awkward so your version prevails (especially since it's speculation in-universe anyway).

You could say the risks have been "diminished". Would require moderate rephrasing, but could still work.
