I was under the impression that O5s were all people not permitted to come in contact with skips, which overrides them being anomalous themselves.
But yep, I know that that's just what they want us to think.

My first thought upon seeing O5-4 was, "Is that Lord Blackwood?" Now I can't get the idea of a sapient slug as an Overseer out of my head, and it's hilarious.
