regarding Fourth Revision on Standard Operating Procedure over
AN/1119 (Setan Rambut)

1. Detail
AN/1119 is a known supernatural entity possessing no corporeal physical form. It is capable of appearing suddenly and primarily targets male students attending junior and senior high schools whose hairstyles exceed SKI 31.

Its appearance is indicated by incidents of hair-pulling experienced by affected students within their respective classrooms. Victims, depending upon their age and physical condition, will generally suffer neck injuries and, in some cases, minor bleeding lacerations upon the scalp as a result of the sudden pulling force exerted upon them. All citizens present within the affected classroom will experience such incidents if the entity is not dealt with, and the phenomenon will proceed to the subsequent classroom once AN/1119 has finished with all citizens in the initial classroom. Leaving cannot prevent it.

The means of stopping and preventing the entity manifestation is by conducting an offering ritual at the affected location. The offering shall consist of the hair of all students who are present. AN/1119 will cease its disturbances for an indeterminate period, the duration of which seems to depend upon the quantity of the offering provided.

2. Background
AN/1119 is strongly suspected to be associated with a murder case which occurred in 1994 and was reported by a local newspaper. The suspect was a middle-aged man who, while under the influence of alcohol and in a fit of anger, tortured his child by pulling their hair with such force as to tear the skin of their scalp. It is unknown whether this act was the cause of the victim's death or whether the suspect decided to murder them after that. The victim was eventually found in a wooded area located on the outskirts of the city.

6. Control Operational Procedure
Officials shall be dispatched to the location upon confirmation of the appearance of AN/1119. The school authorities shall be contacted in advance to make the necessary preparations for their arrival. The officials should wear attire or other identifying articles associated with Dukun2, or religious practitioners if the school authorities express concern regarding possible misunderstandings. The school authorities are expected to have prepared the necessary offering materials required for the containment of the entity.

Upon arrival at the location, officials are to immediately perform the offering ritual using the materials which have been prepared beforehand. The officials shall place the offering materials in a basin together with incense flowers. The ritual incantation issued by the Office shall then be recited while the offerings are stirred, after which the offerings shall be burned upon completion of the recitation. The procedure shall thereupon be deemed complete.

After that, the school is expected to observe a period of one to two days of calm before conducting hair inspections throughout all other classes on the premises. Officials shall be dispatched again during the night to resume the ritual and carry it out comprehensively. Coordination with nearby schools for the implementation of similar hair inspections will be undertaken subsequently.

1. Overview

If you are presently reading this document, you are hereby required to be acquainted with the complete history of AN/1119.

The first appearance of AN/1119 was, in fact, rather inconspicuous. Initial findings indicate that the earliest known manifestation of AN/1119 in a public setting was marked by an incident in which the hair of a primary school student was forcibly pulled by an unseen force. The incident was initially assumed by the students and teachers present to be an act of prank-playing among the students. It was not long, however, before it became apparent that the occurrence was of a supernatural nature.

The story spread rapidly, whilst the incidents continued and eventually began affecting the adjoining classrooms. We dispatched officials to conduct a cleansing of the entire school. The incidents at said school ceased at that time.

The second incident, however, occurred on the following day at a nearby senior high school. According to reports, the attempts to pull the students' hair were considerably more violent, thereby causing pain among those affected. Officials were dispatched once again to conduct a cleansing. On this occasion, in addition to the aforementioned school, the surrounding schools were also subjected to the same procedure, with the objective that all schools within the city would receive cleansing and protective rajah3.

It was subsequently discovered that AN/1119 was not affected by these preventive measures and proceeded to manifest at a third school. It was at this point that LEMRUSAN decided to take more serious measures. One member of the officials was assigned to each school and instructed to recite the standard incantation for tolak bala4. You know that if LEMRUSAN deems the matter serious enough, we won't hesitate to dispatch officials to every school throughout the island. Our only limitations were time and subsequent incidents, resulting in the implementation of this measure in each province being delayed.

We did not anticipate that the fourth incident would occur in Sumatra. Geographically, it was indeed a reasonable target, considering that West Java and half of Central Java had already been equipped with protective rajah. This incident constituted the most severe manifestation of AN/1119 to date, with several victims being found suspended from the ceilings of their respective classrooms, whilst others suffered bleeding caused by lacerations to the scalp. The teacher in that class got the worst attack and regretfully died. We were forced to halt our operations at this point. Following an emergency meeting, the higher-up decided to temporarily sacrifice the affected school in order to conceal the incident from the public whilst simultaneously formulating a more effective control strategy.

Ultimately, the chosen course of action was offering ritual. A Dukun was assigned to formulate the offering ritual, in conjunction with a pattern analyst who determined the materials to be used. We provided it with all of the hair present within the classroom and awaited the result.

Upon confirmation that AN/1119 was no longer active, the incident was declared concluded. An investigation was subsequently authorized. Following this overview are three leads our Office found regarding AN/1119
