The A.I.E has existed in a hypothetical capacity near the Initiatives' beginnings in 1945.⁷ Coming off the seventh occult war, various paranormal groups wished to increase both their political and military influence, often doing so through avid scientific research or satanic covenants. As such, the idea of centralized power through a singular medium had since been floating in Initiative circles during times of distress. This often manifested as a desire to wield the power of saints and angels directly, creating a nexus of divine energy that would power the entire Initiative.

At the tail end of the 90's, this philosophy permeating through Initiative staff would lead to a faux-paganistic mindset. Maliciously inclined Initiative personnel recruited from other religious organizations and or charity programs used various doctored manuscripts supposedly by the "Conditor"⁸ figure, which would assist in pushing local research efforts towards completing the Universal Texts. As the rate of anomalous object and group appearances increased, many current structural dynamics within the Initiate would be ironed out during this time. As well as leading to increased geopolitical influence in the East.

The A.I.E would receive a second wind in terms of recognition during the grand reopening of Chapterhouse-2 in 2017, its new R&D focused operations causing many personnel to dig up various old ideas⁹ in a desperate attempt at gaining higher standings within a blooming year for Initiative operations.

Following the establishment of various treaties and paratechnological discoveries made in the anomalous world, the Initiative found it fit to begin a full-blown effort to construct the A.I.E.
