With the loss of South Cheyenne Point, I would like to suggest a replacement. This was developed for the stalled SCP CYOA game project, but I think it would work rather well. Site 11 was the location chosen, but i feel it could be edited to be more general. This is a long post, but please bear with it:
Set in the beautiful Phillip's Vally, the United Security and Consumer Production compound is a state-of-the-art research, development, and production area that is set to become the model for the new age of military, industrial, and commercial R&D. Composed of four major sections, the USCP compound forms a fully self-sustaining community, complete with utilities, housing, and the private USCP security team.
The Four major areas are the Greenbelt, Harper's Rest, InTENergy, and OST Labs. These areas work in concert, each aiding the other to create both efficiency and harmony for all residents and employees.
● Geenbelt forms the woods, grasslands and lakes that separate the USCP from the hustle and bustle of the world. Primarily old growth forest, the Greenbelt also has hiking paths, campgrounds, grasslands and even lakes! Perfect for a weekend get-away or a nice jog, the Greenbelt is also home to a large nature preserve, perfect for birdwatching.
● Harper's Rest has been called “the big city with a small town heart”, and nothing we could say can sum it up better. Built will all the comforts of the big city, Harper's rest maintains a small-town atmosphere with comfortable community living, small businesses, and numerous festivals and city-wide celebrations. Patrolled by the kind and helpful members of the USCP Security Team, you won't even feel the need to lock your doors. Plus, with 90% of the local population employees of USCP, you'll find yourself making friendships that will enrich both your professional and personal life.
● InTENergy is the heart of the USCP body, housing some of those most advanced and super-efficient production and assembly facilities in the world. Handling contracts from multiple sectors, you'll always have something new to apply your skills to. Opportunity for advancement is always popping up, and if you work hard, you may find yourself placed on production for government or DoD contracts, and add your handiwork to materials that may go on to defend freedom, explore space, or save lives.
● OST Labs forms the brains and soul of the USCP compound. Responsible for research and development, the sketches on white boards at OST may someday be rolling off assembly lines all over the world. Due to the cutting-edge and sensitive work being done, security is even more rigorous, however weekly tours of some of the research areas are available. Be sure to say hi to the hydroponics lab techs, they provide almost all the vegetables used and sold in Harper’s Rest!

Due to the massive resources needed by Site 11, a self-sustaining community is to be maintained on-site, to provide both cover and resource management/processing as needed by Site 11. This area it to be constructed directly above Site 11, and have a single access point to the surface.
A “greenbelt” area is to be maintained in the mouth of the valley that houses Site 11, with a minimum “thickness” of ½ a kilometer, with a “thickness” of at least one full kilometer being preferred. Due to the composition of the surrounding geography, this will form the only viable access point to the valley and Site 11. Any unauthorized personnel found in the greenbelt area are to be immediately detained by security forces. Hostile forces attempting to cross the greenbelt are to be executed/detained at Security’s discretion.
A housing area is to be provided for staff servicing Site 11, to be under 24 hour surveillance by Site Security. Residential monitoring and information control will be handled via the Security mainframe, with personnel on 24 patrol rotations, when not serving in Site 11. Due to the massive reserve security required by the hub site, these patrols and sweeps should not effect standard site security and efficiency in standard non-breach situations. Any resident whose activities are found to run counter to Foundation protocols or possibly result in a security breach is to be immediately handled at the desecration of Site Security.
Production and “Lab” facilities are to be built directly over Site 11, with the “Lab” area forming the major access point to Site 11. A story of ‘Department of Defense and Government Contracts” is to be issues in response to inquires regarding the high levels of traffic to and from Site 11. “Lab” areas outside of Site 11 are to be maintained purely as axillary storage and for routine level 0 experiments.
The “community” is to be as self-sustaining as possible, and attempt to isolate residents whenever possible. Outside trips should be monitored for the duration by Security, and “Vacation Lottery” events may be used to provide trips to Foundation controlled locations. Should residents/staff become permanently detained by Site Security, or be utilized as test subjects, explanations of “sudden change in duties”, “recent promotion”, or “transfer to other branches” are to be issued to account for the absence.
