This seems to be a bit over the top for a top secret organization. If no one except people already in this organization are to know about it, there is no need to impress anyone. Its well written but I think a more cold and clinical page would be more in keeping with the general theme of the wiki. I'll even give a go at writing a new one if anyone agrees.

Would it be appropriate to give a few hints as to the exact organizational structure of the Foundation? Or would we rather keep O5, the D-class personnel, etc., as vague as possible? I suppose a little ambiguity is a good thing, but I wouldn't enjoy seeing little details in different articles that directly contradict each other.
Looks like something the Foundation would deliberately do to me. I,e:
"Hey, sir? It says in this article that the D-Class are recruited from death row, but this article says they're actually clones."
"Uh huh. Well, if you had proper security clearance, you'd know which it was, now wouldn't you, Johnson?"
Of course, that fits in perfectly with the idea that there is no canon. The Foundation lives on double-dealing and misinformation.
"Uh, Sir? I heard that the Foundation can pull in innocent people fro the streets to act as D-Class personnel in times of hardship."
"Someone's spreading rumours again. Don't worry about it."
Agent leaves
"Note to self: talk to Bright re: emergency recruitment policies. Again."
