It's actually a pretty funny premise. They tease a guy on porpuse to obtain benefits… While I enjoyed it, I can't help but think this wouldn't be the way the Foundation would deal with a person like this in most headcanons (mine included).
Well, think about it like this: a valid containment procedure is to make sure that he doesn't affect any non-Foundation assets, so he's not impacting normality. That the Foundation just so happens to gain some fringe benefits… well, that's just a coincidence, I'm sure. :-P

On further thought, I actually really like the fridge brilliance that THIS is why it seems like every single Foundation front company has the initials SCP. Not because of institutional laziness or authorial in-jokes, but because the Foundation, in-universe, is deriving a benefit that outweighs the glaring obviousness that is presented to GOIs in the know.

Global Occult Coalition, or GOC.
They aren't enemies to the Foundation, but the two are in a constant big-dick contest, because each one thinks their way of dealing with anomalies is right, and the other one's is stupid and compromises their own mission.
There's a tale that illustrates what the relationship pretty well (I'll be right back; off to find it). The SCPF doesn't engage the GOC, but the two hate each other.
I just love the idea that the GOC has cover ops with the same initials, just like the Foundation. I don't know why I never thought of it before.
Actually, if you read the tale, that was probably the Foundation trying to get the guy to think positively about the initials GOC so that the real GOC ran into trouble.
