I'm somewhat curious as to how one can NOT be "cistime cispolarity cisdimensional". Well, actually, I'm not even sure what "cispolarity" is even complaining about, but I'm pretty sure it's a mandatory setting.

Transtime = Identifying with a time outside of the one you were born in / live in. 1512 instead of 2012.
Transpolarity = Identifying as antimatter instead of regular matter.
Transdimensional = Identifying as a citizen of a dimension or universe outside of the one you were born in.
Honestly, I have a feeling that numbers 1 and 3 exist already, and due to the Law of Tumblr Idiocy, number 2 is swiftly becoming a thing now that I have mentioned it.

Is this a flowery term for the Serpent's Hand, like how the SH calls the GOC "bookburners.," or is it a new group altogether?
Uh… read it properly. It's a 250 member Christian sect that has since merged with the Horizon Initiative. None of that applies to SH.
That said, I'm now curious. Was the executed woman and her colleagues AWCY?
Considering that the HI is focusing on religious groups, I'd say that the last woman was part of some radical neo-religious cult/organization. This is not to say that they weren't affiliated with AWCY, but that wouldn't be why the HI was interested in them.

A splinter of AWCY? that focuses on religious art and iconography. I could see two directions. Pro-religious, but they believe that the constrained "art" of the major religions is an insult to the truly awesome/terrible reality of the entities depicted; and seek to enlighten the world to the truth with things like stained glass windows that cause the unbaptized to spontaneously combust. Or, more like the woman in the tale, anti-religious. They think that religion has co-opted the purity of art and twisted it into a servant of their conformity-engine. They make typical AWCY? statement pieces, with the added twist of the vilest blasphemies they can think of.
The interaction of the HI with either sort of group might make for an entertaining tale.
You've got the right idea here, wishun. The people we see in this are definitely of the latter persuasion, while those in the former camp would most likely be approached and offered membership in the HI. (And I hadn't even considered the possibility of salvageable AWCY members before, actually. Hey-o ideas.)
I see potential for a great deal of conflict between the Initiative and AWCY: ancient tradition trying to evolve and survive versus those who want to burn the whole institution down, snort the ashes, and then have sex in the rubble. Those who want to uphold objective truth in the face of unabashed relativism and unchecked individualism versus those who want to make it new and make it their own.
I have an inkling that these two will return soon enough. I've got some ideas for a follow up.
