I don't see how this needs a hook. It's skin paint. That's hells of creepy on its own.
The D class with the "artistic inclination" to cause skin blemishes is pretty creepy too, that sounds like a history of sadism to me.

This sentence sounds a bit awkward to me.
Gross as hell, but the creep factor is outweighed by the usefulness. Still upvoted. I do wonder if there isn't more to this, some way to coat enough of something so as to create a full lifeform out of it.
……. Wait. How… What…. How is this USEFUL!? Aside from a potential lining of a room for a germ-based SCP, or where you need an ambient temperature but want to save on heating (yet still have to deal with normal clean up of shedding of a room covered in skin) I fail to see it…
