I'd really love to be able to mold this idea into my first SCP, but I also feel that there are writers here who could do it much more justice if they found the subject to be interesting, so I'm just going to throw it out there if anyone else wants to take it and do their own thing with it:
SCP is a police officer who shows up at the houses or random people (no discernible pattern) and regretfully informs them that a good friend or loved one was killed during some sort of horrible accident or violent/disturbing crime. He leaves shortly after relaying this to the person or persons. Upon calling the hospital or police department, or making any other sort of effort to find out more details, the family member of the supposedly deceased will discover that no such incident took place. Of course they then attempt to contact their loved one, and it turns out they are very much alive. Of course, a day or two later that same person will eventually perish due to the same event the police officer described.
After various people report these occurences, the Foundation decides to investigate. Obviously the big question is the nature of this police officer. Is he human? (I haven't decided what he is yet) Is he predicting these deaths? Causing them? Is time travel involved? Eventually a team of agents locates the officer, and upon confronting him, he informs them all that a bus containing one of each of their loved ones has had an accident and everyone on board died. They apprehend him and take him back to a Foundation site for questioning/research. As a safety measure the officer is sedated until they can verify that his "prediction" will come true or not. The team confirms with their loved ones that they are all still alive, and preventative measures are put in place to ensure their safety. After a few days nothing has happened, so they interview the subject to find out his nature. Unfortunately he reveals/says nothing, except to continually inform his interviewers in a remorseful tone of the loss of loved ones. After a day or two, the loved ones of the interviewers the officer mentions do die untimely deaths as described, and the officer is sedated again to prevent any further deaths or mental anguish to Foundation employees.
About 3 weeks after the apprehension of Officer Kind, all the loved ones that he mentioned to the original team that captured him do end up dying on the same bus in a nearly absurd coincidence. The Foundation surmises that since the officer's "death threat" (as they begin to call it) involved so many more people, as well as unlikely circumstances, it took much more time for it to come to fruition. This also suggests that the officer is consciously inflicting this pain and suffering upon people, and for no understandable reason.
One last interview is attempted with Officer Kind to assess his motivations, but after a "death threat" involving a higher ranking Foundation official that one interviewer was close to, the officer is sedated and further interviews are forbidden. At this point I believe the Foundation would likely come to a concensus that Officer Kind should be destroyed, as I can't think of a way for him to be indestructible that I think fits or works well, and I can't imagine why they would keep him around or try to get any more info out of them. I can't decide what his true nature would be (not that it would be revealed fully anyway); I only know that his motivations are unknown (other than he appears to purposefully attack the Foundation for containing him), he never speaks unless it is to inform a person of the passing of a loved one, and he is creepily sincere in his remorseful tone when doing so, even if the "death threat" is obviously malicious in nature.
I guess my biggest gripe about it is that it seems almost too "X-Filesy", but I went with the concept of what will terrify anyone, and I think we can all agree that being informed of the unexpected death of a love one is depressingly horrifying. Not sure if that works for an SCP or not. I'd love to get any input on this.
