I like this one mostly for the light it shines on the Chaos Insurgency. As for its classification, I see no reason for this to be euclid rather than safe.

Euclid is perfect. Think about it. The entire point is that the Foundation has no idea what this thing is capable of.
They're in doubt that it is Safe.
Everything about the concept is good. Though 6-13 years seems to be a very long "incubation period" for the full effect to occur.
I can't decide if it's subtle or not.
