You know, the potential here, it's kind of great. Some distraught kid wants to have his poor cat Tumbles back from the dead, and then he made this… The article, though, needs a lot of work- it's fairly uninteresting. I'm not sure what but I think you could change some of this to be more interesting. It would be a downvote as it is, but I'm curious to see if you do anything to it.
Also, I can come up with some actual concrete suggestions once I'm not about to fall asleep, eh.

No, I'm pretty sure it's referring to humans and animals. There's a bit where it differentiates between effects on humans and on animals ("Conditioned behavior, motor controls, and instinctive behavioral mechanisms are damaged, and cognitive abilities are severely retarded and erratic. Animals experience excessive brain necrosis and are inactive.")
Josie counts as alive and thus would be unaffected.
Testing this on Dorian would… hm. That's actually quite interesting. Assuming we do this after one of Dorian's deaths, of course…
I think the collar's "Tumbles"-imposition would override the Dorian-resurrection… until Dorian is too badly decayed for the collar to stay on. The instant it falls off, the resurrection effect kicks in hard, he comes back to life immediately instead of 24 hours later, and bonds with everyone in a 10-meter radius instead of just the first person to encounter him.
