Upvoted. Well done, clever execution, but this is very hard to read and clumsy, I know it's the part of the SCP itself but I'm generally not a fan of these kinds of things. I literally re-read the whole thing by looking at the script. The containment procedures remind me a bit of SCP-2521.

TLDR: The hallucinations are causing you to hallucinate.
There are no footnotes on this page. The page is, in fact, entirely devoid of data, bar the image and standard data anchors - the titles in bold for each section. The image on the page produced a memetic effect to cause you to believe that there were footnotes which contained the information that you read.
If the image on the page caused you to directly hallucinate plaintext on the page, then your perception of that image is interpreting written information about an SCP-2342-3 entity; the written information is being unpacked from that image, and as such, the image is a direct encoding of written data, and an SCP-2342-3 entity who is aware of how this works could detect your observation of that.
Instead, the image introduces hallucinatory footnotes adjacent to the other data anchor points. These serve to cause further memetic effects, such that you are able to understand the words that "appear" - or rather, that you are hallucinating to appear - when you move your mouse over them. Reading these, however, is an interpretation of data encoded in the footnotes as you have hallucinated them, which do not exist external to your own mind. As such, SCP-2342-3 instances are unable to detect this.
Think of it like the memetic version of a visual aftereffect: by the time your brain interprets the data as meaningful, you aren't interpreting it from the original source, but your memory of it; the unpacking is delayed. As such, when you're actually interpreting the data as meaningful, you're not viewing it directly, so they can't detect it.

Edit: saw a small 1 at where the title is supposed to be at. Is that supposed to be like a footnote thingy? Cos nothing happens when I pressed it.
Neutral vote. The concept and execution are intriguing and well-done, but it was difficult to read through all the footnotes and it's almost unreadable on mobile devices. This is an interesting format screw that hasn't quite overcome its technical challenges.
