When creating an SCP, in most cases the SCP is contained by the staff. I known the foundation should not directly know where the scp is located. Should the people in our story know what the scp is first, which then gets the attention of the foundation across the world? Or can we introduce the foundation staff right away, then brings the scp into containment?

I'm assuming that you're asking about how the narrative should play out in any given SCP article, and truth be told, it can be in any way you want.

You can have your SCP be discovered by people first and have someone notify the Foundation, you could have the Foundation already be in a specific location and detect the SCP. All it really needs is good justification in-narrative.
