Elevator Pitch: TV static, we've all seen it. Now, what if there was more to this than meets the eye. I give you "The Town within The Static" (2.0). Now, having taken on the feedback of Quadraginta, I have reworked some aspects of my idea.
The static is merely that, static. However, if you were to let the static run as it were, you would eventually start to see that behind the mess of white and grey pixels, was a blurry black and white feed of a town.
Once in the town, all screens display a similar static, with no perceivable way to return, except where you came from.
The town is a ghost town, seemingly deserted. The beings who once lived here either left or died.
Central Narrative: After the initial exploration of the SCPs anomalous nature and containment procedures, we'll be taken to a series of explorative logs from the perspective of D-Class personnel sent in to explore the town and find out its story.
The Foundation will begin by sending in D-Class personnel with a camera and be tethered using a wire so any thing found can be retrieved.
The first exploration is a mapping exploration, undertaken to find the layout of the town and look for danger.
The second exploration goes well, until the sound of approaching static causes our D-Class explorer to lose their will to carry on the exploration.
The third is cut short by the appearance of the thing creating the static, causing our D-Class to grow tired and weakened, giving up as the creature kills them.
The fourth goes well, recovering a few artifacts, as well as more lore around the monsters.
Hook/Attention-Grabber: There's a town in TV static, we'll be exploring it, and finding out the story it has to tell, and the monsters it contains.
Additional Notes:
I have never played Persona and don't really know what the TV world there is like, a quick google tells me that it's got 'evil' versions of people from the real world, so I'm gonna stay away from that.
I did have longer descriptions for the exploration logs, but I ran well over word count (about 550 words), so now I just have a short summary of 4. I might combine a couple of them for brevity's sake.
