As reviewers, when considering the quality of an idea, we require a certain degree of detail and description in order to allow us to properly judge the content and merit of it. This idea lacks anywhere near the detail we would require. To get a sense of what level of detail we require, look around at many of the other ideas that have been posted on the forums, especially those that have received greenlights. There is a general standard that can be clearly gleaned. Reviewers should be able to get a clear idea of what your concept is, and what story you want to tell. Your idea currently lacks a description of what the anomaly is.
I also feel it worth pointing out that you have no narrative. SCP articles are fundamentally stories told in a unique way, and you will not be able to get greenlit without a narrative of some sort.
I recommend reading the How to Write an SCP guide if you haven't already. It will give you a better sense of the general expectations the site audience has for content posted here. Additionally, take a read of the other guides in the Guide Hub. They will be of much use to you.
